The on-going COVID-19 pandemic has a massive impact on health services delivery at all health services units located in cities and villages in Indonesia, including in North Sulawesi. At the same time, it has strong chain impacts to communities through social, cultural, politica aspects, and to the local economy. Some local economic activities were frozen for an uncertain period due to lockdown in certain areas. Despite lockdowns, the pandemic is showing no sign of slowing down, and is impacting local government planning, administration, and financial management.

The seminar will present a study on the planning and budgeting processes that was immediately done by the province and some districts (kabupaten) and municipalities (kota) in North Sulawesi and other provinces. Planning and budgeting adjustments were made during period of March and April 2020, an unusual period for local governments to be undertaking such adjustments. The study analyses the adjustments made by local governments during this time, which was unprecedented and occurred for the first time in the history of local government planning.
