The COVID-19 pandemic which began in Wuhan has become a serious threat to many countries, including Indonesia. This research aims to investigate the health facility preparedness and to analyse the community behaviour in four selected provinces in Indonesia (East Java, Central Java, Jakarta and West Java) during COVID-19 pandemic. Using the research framework of the Epidemiological Triad of Causal Factors we capture the relationship between Agent (coronavirus)—which is beyond our research, Environment (Healthcare facility preparedness) and Host (Community’s behaviours). To investigate the health facility preparedness in Indonesia, we constructed Epidemic Preparedness Index (EPI) and relate the index with Recovery Rate (RR) of COVID-19. Moreover, to analyse the community behaviour in Indonesia, the analysis was carried out using the COM-B model, which focused on changes in people’s behaviour during the pandemic, by applying ‘Behaviour Change Wheel’ theory. We explore what factors that inhibit (barriers) and facilitate (facilitators) the community in implementing government’s recommendations in the form of travel behaviour, physical distancing and face mask usage and identified more than 200 factors influencing these three behaviours.
