Self-employment provides an important pathway to economic participation for persons with disabilities (PWD), yet evidence on the factors shaping its sustainability in Indonesia remains limited. This study examines the facilitators and barriers of self-employment among PWD in Yogyakarta using the Capability, Opportunity, Motivation–Behaviour (COM-B) framework. A qualitative approach was employed through semi-structured interviews with eight self-employed PWD and nine institutional stakeholders from government, disability organisations, financial institutions, and academia. Data were analysed using reflexive thematic analysis with triangulation across participant groups. Findings show that key facilitators include strong motivation, family and peer support, inclusive financial services, entrepreneurship training, and institutional collaboration. Major barriers include limited business and digital skills, health constraints, restricted access to finance and markets, inaccessible infrastructure, fragmented institutional support, and persistent social stigma. Strengthening coordinated, disability-inclusive support is essential for sustainable livelihoods and economic inclusion.
