Throughout the COVID-19 pandemic, two main issues have impeded Indonesia’s ability to hold back the spread of the virus effectively. First, there were instances where public policy was not clear, and the implementation not enforced. Second, people have not adhered to health protocols such as proper masking and physical distancing. Despite these challenges, Indonesia must be able to control the spread of the virus and lessen its economic and social impacts. This presentation will analyse the complexity in economic and political interests, people’s needs and necessities, and trust in the community, using the soft systems method in order to understand the core problem impeding effective management of the pandemic. The analysis aims to provide policy advice that could be applied by Indonesian organizations and civil society groups in tackling future pandemics and socio-economic challenges.
