As the prevalence, severity and handling of the COVID-19 outbreak vary greatly worldwide, so too do they vary at the subnational level of countries. The situation is especially complex in a big, archipelagic state such as Indonesia. We attempt to estimate the economic risks posed by COVID-19 at the regional level in Indonesia. We base our estimates on a model in which economic risk is determined by hazard, exposure, vulnerability and resilience.
